Warlords...?

Has anyone gotten the game Warlords to work on Star Fleet Headquarters?

It's supposed to be an IGS game and I'd love to see what it looks like but I

can't get past the first initial screen. It keeps telling me that it needs IGS v2.14

or higher. I tried v2.14, 2.16 and 2.17 but it none of them worked.
